Hi, I am sharing my views here regarding this topic based on Rahim's request. In Tamil Wikipedia, we have an understanding that bots will not welcome new users (though it is not an uncommon practice in many Wikimedia projects). Simply put, it has the same reasoning why you won't welcome a guest to your home or wedding with a bot. Wikimedia projects are community driven and should aim to encourage the human element in interactions. There are many veteran Wikipedians who distinctly remember who welcomed them when they created a new user account. Many newbie editors feel encouraged and consider it an honour when a veteran editor takes the time to welcome them (thought it is just through a template). Many new editors, when they want to contribute more besides writing articles, this welcoming task is their first easy step to become an all-round Wikipedian. We should leave such small tasks deliberately so it will encourage newbies to try. Even many long time Wikipedians take this task up when they are otherwise busy to contribute intensively. This is just a way to show they are there and care for the project. We even do not welcome bulk messages delivered in user pages through a bot. The same message will have a different response and commitment if asked by a contributor who the user can relate to personally.
