Fixing broken |translit= feature which was documented, and certainly should be working (most of our readers cannot read Cyrillic) but was doing nothing at all
rm pp-template (documentation takes care of that). slight refactor to bring more in-line with Template:Lang-el and other templates using Language with name and transliteration
