భాభా కమిటీ నివేదిక భారతదేశంలో ఎలక్ట్రానిక్స్ పరిశ్రమల అభివృద్ధికి మొదటి నమూనా అయింది. ఇది రావుగారి నమ్మకానికి మరియు ప్రయోగాత్మక అనుభవాలకు గుర్తుగా ఉంది. ఈ నివేదిక ప్రాప్తికి భారత ప్రభుత్వం స్వంతంగా ECIL అనే సంస్థను ఏప్రిల్ 11, 1967 లో స్థాపించింది. దీనికి చైర్మంగా సారభాయి, మొదటి బోర్డు డైరక్టర్ అయిన రావు మేనేజింగ్ డైరక్టర్ గా వ్యవహరించారు. మొదటి పది సంవత్సరాలలో రావు ECIL కు చుక్కానిగా ఉండి ఉత్పత్తి సమర్థాన్ని, వ్యాపారాన్ని, సహాయాన్ని మరియు ఉపాథి సామర్థ్యాన్ని విశేషంగా పెంచారు. ఈ సంస్థలో రావు యొక్క అనుభవాల వలన భారత ప్రభుత్వం 1071 లో రావుగారిని ఎలక్ట్రానిక్స్ కమిషన్ లో ముఖ్య సభ్యునిగా నియమించారు.
డా. ఎ.ఎస్.రావు గారు ప్రతిభావంతుడైన శాస్త్రవేత్త, ఇంజనీరు,వ్యవస్థాపకుడు మరియు నాయకుడు. స్వదేశంలో ఎలక్ట్రానిక్స్ పరిశ్రమ స్థాపించడంలో మరియు భారత అణు రియాక్టర్ల ను నియంత్రించు వ్యవస్థలను అభివృద్ధిచేయుటకు కాస్మిక్ కిరణాలపై అధ్యయనం చేసిన శాస్త్రవేత్త. ఆయన ప్రసిద్ధ మానవతా వాది మరియు సామ్యవాది. ఆయన మధ్య తరగతి ప్రజల కోసం అనేక కార్యక్రమాలు చేశాడు. ఆయన కాలంలో సామాన్య ప్రజలకు మరుగుదొడ్లు కట్టించుటకు విశేషకృషి చేయడం ఆయనకు ప్రజలపై ఉన్న అభిమానానికి గుర్తుగా చెప్పుకోవచ్చు.

If 1950’s could be regarded as the age of the Atom based on the impact of Science and Technology on man, the sixties would be the age for conquering Space and 70’s the age of Electronics. At a time when people regarded anything indigenous with ridicule, India launched its Atomic energy programme in early 50’s under the leadership of the great visionary Dr. Homij Bhabha. Dr. Bhabha was able to recruit competent and committed people who could develop institutions around them. Most of his early choices have resulted in a band of inspired scientists and engineers who carried on the torch that he lit in diverse areas of India’s science and technology programmes. One such first recruit was Dr. A.S.Rao, Dr. Rao could successfully establish a totally professional Electronic Industry based on indigenous for the benefit of the country. He died on 31 October 2003, and it is appropriate to recall his glorious career and services rendered to the science and technology in general and Atomic energy and Electronics Industry in particular.
