నేపథ్యం మార్చు

భారత చైనాల మధ్య సరిహద్దు అనేక ప్రదేశాలలో వివాదాస్పదంగా ఉంది. "నియంత్రణ రేఖపై భారతీయ వాదనను వివరించే మ్యాపులు బహిరంగంగా అందుబాటులో లేవు". భారతదేశపు అధికారిక సరిహద్దుకు సర్వే ఆఫ్ ఇండియా పటాలు మాత్రమే సాక్ష్యం. [64] ఎల్‌ఎసి పై చైనీయుల వాదన ఎక్కువగా లడఖ్ ప్రాంతంలో క్లెయిములు చేస్తూ ఉంటుంది. ఈశాన్య భారతదేశం లోని అరుణాచల్ ప్రదేశ్‌ను కూడా తనదిగా చైనా పేర్కొంటూ ఉంటుంది.

1980 ల నుండి, ఈ సరిహద్దు సమస్యలకు సంబంధించి ఇరు దేశాల మధ్య 20 సార్లు చర్చలు జరిగాయి. [65] అబ్జర్వర్ రీసెర్చ్ ఫౌండేషన్ చేసిన అధ్యయనంలో 2010 - 2014 మధ్య జరిగిన మొత్తం సరిహద్దు సంఘటనలన్నింటి లోనూ 1 నుండి 2 శాతం సంఘటనలు మాత్రమే మీడియాలో వచ్చాయి. షీ జిన్‌పింగ్ 2014 సెప్టెంబరులో భారత్‌లో పర్యటించినపుడు, భారత ప్రధాన మంత్రి నరేంద్ర మోడీ సరిహద్దు సమస్యను లేవనెత్తాడు. ఒక పరిష్కారం చూద్దామని షీను కోరాడు. అయినా, 2017 లో భారత చైనాల మధ్య డోక్లాం ప్రతిష్టంభన ఏర్పడింది. అది 73 రోజుల పాటు సాగింది. ఈ కొట్లాటలకు ట్రిగ్గర్‌గా అనేక కారణాలను ఉదహరిస్తారు. అమెరికా సెనేట్ మెజారిటీ లీడర్ మిచ్ మెక్‌కానెల్, ప్రపంచ శాంతి కోసం ఏర్పరచిన కార్నెగీ ఎండోమెంట్ లో సీనియర్ ఫెలో అయిన ఆష్లే టెల్లిస్ ల ప్రకారం, భూభాగాలను ఆక్రమించుకునే చైనా కూటనీతి దీనికి ఒక కారణం. దీనిని 'సలామీ స్లైసింగ్ ' అని పిలుస్తారు. ఈ పద్ధతిలో, సుదీర్ఘ కాలవ్యవధిలో శత్రు భూభాగాన్ని చిన్న చిన్న ముక్కలుగా ఆక్రమిస్తూ పోతారు. MIT ప్రొఫెసర్, టేలర్ ఫ్రేవెల్ మాట్లాడుతూ, లడఖ్‌లో, ముఖ్యంగా డార్బుక్-ష్యోక్-డిబివో రహదారి వెంబడి, భారతదేశం చేస్తున్న మౌలిక సదుపాయాల అభివృద్ధి పట్ల చైనా నుండి వచ్చిన స్పందనే ఈ కొట్లాటలు అని అన్నాడు. కోవిడ్ -19 మహమ్మారి చైనా ఆర్థిక వ్యవస్థను, అంతర్జాతీయంగా దాని ప్రతిష్ఠనూ దెబ్బతీసిన సమయంలో చైనా చేసిన బలప్రదర్శన ఇది అని ఆయన అన్నాడు. ఆర్టికల్ 370 ను రద్దు చేసి, జమ్మూ కాశ్మీర్ స్థితిని మార్చాలన్న 2019 నాటి భారత నిర్ణయంతో ప్రస్తుత సరిహద్దు ఉద్రిక్తతలు ముడిపడి ఉన్నాయని చైనా ఇన్స్టిట్యూట్ ఆఫ్ కాంటెంపరరీ ఇంటర్నేషనల్ రిలేషన్స్ కు చెందిన వాంగ్ షిడా చెప్పాడు. [93] 2020 జూన్ 29 న లడఖ్‌లో ఉద్రిక్తతలు తగ్గించేందుకు ఓ వైపు చర్చలు జరుగుతూండగానే, సాక్టెంగ్ వన్యప్రాణుల అభయారణ్యం, భూటాన్ ట్రాషిగాంగ్ జిల్లాలోని వివాదాస్పద భూభాగంలో ఉందని పేర్కొంటూ చైనా, సరిహద్దు వివాదంలో ఒక కొత్త ఫ్రంట్‌ను తెరిచింది.
