ఉక్రెయిన్ లోని భారతీయ విద్యార్థులను స్వదేశానికి చేర్చుటకై భారత ప్రభుత్వం మొదలుపెట్టిన ఆపరేష

ఆపరేషన్ గంగా అనేది 2022లో రష్యా ఉక్రెయిన్ మధ్య జరుగుతున్న యుద్ధం వలన ఉక్రెయిన్ లో ఇరుక్కున్న భారతీయ పౌరులను స్వదేశానికి తీసుకురావడానికి భారత ప్రభుత్వం చేసిన ఆపరేషన్.[2][3]

గణాంకాలు మార్చు

ఉక్రెయిన్ ప్రభుత్వ గణాంకాల ప్రకారం ప్రకారం అక్కడ 18,000 మంది భారతీయ విద్యార్థులు ఉన్నారు. ఉక్రెయిన్‌లోని భారతీయ విద్యార్థుల హాట్‌స్పాట్‌లలో తారాస్ షెవ్చెంకో నేషనల్ యూనివర్శిటీ ఆఫ్ కైవ్, బోగోమోలెట్స్ నేషనల్ మెడికల్ యూనివర్శిటీ, కైవ్ మెడికల్ యూనివర్శిటీ ఆఫ్ UAFM ఉన్నాయి.[4] 2 మార్చి 2022న కేరళ హైకోర్టులో భారత ప్రభుత్వం సమర్పించిన అఫిడవిట్‌ ప్రకారం ఉక్రెయిన్‌లో 20,000 మంది భారతీయులు ఉన్నట్లు అంచనా వేయబడింది.[5]

ఆపరేషన్ మార్చు

భారత ప్రభుత్వం కైవ్‌లోని తన రాయబార కార్యాలయం ద్వారా సంఘర్షణకు ముందు తన కమ్యూనికేషన్ మార్గాల ద్వారా సలహాలు జారీ చేసింది.[6] ఫిబ్రవరి 24 ఉదయం ప్రభావిత ప్రాంతాలపై గగనతలం మూసివేయబడటానికి ముందు సుమారు 4000 మంది భారతీయ పౌరులు ఉక్రెయిన్ నుండి బయలుదేరారు. మొదటి భారత ప్రభుత్వ సలహా ఫిబ్రవరి 15న జారీ చేయబడింది, దాని తర్వాత బలమైన సలహాలు వచ్చాయి. ఎంబసీ ఫిబ్రవరి 26న, రాయబార కార్యాలయం నుండి ముందస్తు సమన్వయం లేకుండా సరిహద్దు పోస్టులకు వెళ్లవద్దని విద్యార్థులకు సూచించింది. ఫిబ్రవరి 28న, MEA ఉక్రెయిన్‌లోని భారతీయ పౌరులందరూ పశ్చిమ ఉక్రెయిన్‌లోని పట్టణాలకు వెళ్లి ఆశ్రయం పొందాలని, భారత అధికారులతో సమన్వయం చేసుకున్న తర్వాతే సరిహద్దుకు వెళ్లాలని సూచించింది. విదేశీ వ్యవహారాల మంత్రిత్వ శాఖ, తరలింపులో సహాయం చేయడానికి ప్రత్యేక ట్విట్టర్ హ్యాండిల్‌ను ఏర్పాటు చేసింది.

ఎయిరిండియా, ఇండిగో, ఎయిర్ ఇండియా ఎక్స్‌ప్రెస్, స్పైస్‌జెట్ వంటి ప్రైవేట్ క్యారియర్‌లు తరలింపులో సహాయపడే ఎయిర్‌లైన్స్. భారత వైమానిక దళం అదనపు సహాయాన్ని అందించింది.[7][8][9]

మొదటి విమానం రొమేనియాలోని బుకారెస్ట్ నుండి ఫిబ్రవరి 26న బయలుదేరింది, ఫిబ్రవరి 27న భారత ప్రామాణిక కాలమానం ప్రకారం తెల్లవారుజామున 2:55 గంటలకు ఢిల్లీ చేరుకుంది. 27 ఫిబ్రవరి 2022 నాటికి (3వ రోజు), 469 మంది విద్యార్థులు భారతదేశానికి వచ్చారు.[10][11]

సమన్వయ ప్రయత్నాలకు సహకరించేందుకు ప్రధాని నరేంద్ర మోదీ ప్రత్యేక ప్రతినిధులను పంపాడు. ఫిబ్రవరి 28 నాటికి ప్రధానమంత్రి విదేశీ వ్యవహారాల మంత్రి, కార్యదర్శి, జాతీయ భద్రతా సలహాదారుతో ఆపరేషన్‌కు సంబంధించి మూడు ఉన్నత స్థాయి సమావేశాలకు అధ్యక్షత వహించాడు.[12][13]

2 మార్చి 2022న భారత ప్రభుత్వ అఫిడవిట్‌ అంచనా వేయబడిన 20,000 మంది భారతీయ పౌరుల్లో 12,000 మంది విద్యార్థులు ఉక్రెయిన్ సరిహద్దును దాటారు.[14][15]

ఖార్కివ్ మార్చు

ఉక్రెయిన్‌లోని భారత రాయబార కార్యాలయం మార్చి 2న "తక్షణమే ఖార్కివ్‌ను వదిలివేయండి" అని ట్వీట్ చేసింది , సాధ్యమైన మార్గాలను ఉపయోగించి, సమీపంలోని పిసోచిన్, బాబాయి , బెజ్లియుడివ్కా ప్రాంతాలకు చేరుకోవాలని పేర్కొంది. ఇవి 11, 12 , 16 కిలోమీటర్ల దూరంలో ఉన్నాయి.[16]

భారతీయులకు జెండా సహాయం మార్చు

భారతీయ విద్యార్థులను గుర్తించడానికి భారతదేశం జెండా అయిన త్రివర్ణ పతాకాన్ని ఉపయోగించాలని భారతీయ రాయబార కార్యాలయం సలహా ఇచ్చింది. దీని ద్వారా ప్రమాదాల్లో ఉన్న కొంత మంది విద్యార్థులు సురక్షితంగా స్వదేశానికి చేరుకున్నారు.[17][18] పాకిస్తాన్, టర్కీకి చెందిన కొంతమంది విద్యార్థులు కూడా వివిధ భద్రతా తనిఖీ కేంద్రాలను దాటుతున్నప్పుడు భారతీయ త్రివర్ణ పతాకాన్ని ప్రదర్శించడం ద్వారా సహాయం పొందారు.[19]

రష్యా గగనతలం గుండా భారతీయ విద్యార్థులను తరలించడానికి రష్యన్ తూర్పు వైపున మార్గం కోరబడింది.[20]

విద్యార్థులు స్వదేశానికి చేరుకున్నందుకు వారి అభిప్రాయాలను పంచుకున్నారు. విద్యార్థుల కుటుంబాలు, కొంతమంది సీనియర్ ప్రభుత్వ నాయకులు విమానాశ్రయాలలో వారి పిల్లలకు స్వాగతం పలికారు.[21][22][23][24][25]

ప్రాణనష్టం మార్చు

భారతదేశంలోని కర్ణాటక రాష్ట్రానికి చెందిన నాల్గవ సంవత్సరం వైద్య విద్యార్థి నవీన్ ఈ యుద్ధం సమయంలో బయటకు వచ్చినపుడు బాంబు పేలడంతో అక్కడికక్కడే మృతి చెందాడు.[26][27][28]

విమర్శ మార్చు

ఉక్రెయిన్‌లో చిక్కుకుపోయిన కొంత మంది భారతీయ విద్యార్థులు భారత ప్రభుత్వ సహాయ చర్యలను విమర్శించారు. కొంత మంది భారతీయ రాజకీయ నాయకులు, పౌరులు కూడా ప్రభుత్వ ప్రయత్నాలను విమర్శించారు. విద్యార్థులను రక్షించడానికి తగినంతగా కృషి చేయడం లేదని ఆరోపించారు. చిక్కుకుపోయిన భారతీయ విద్యార్థులను రక్షించేందుకు ప్రభుత్వం చేస్తున్న ప్రయత్నాలను మరింత పెంచాల్సిందిగా వారు కోరారు.[29]
