ముక్తా దత్తా తోమర్ కలకత్తా విశ్వవిద్యాలయం నుండి పట్టభద్రురాలయ్యింది. ఆమె 1978 బ్యాచ్‌కి చెందిన ఇండియన్ ఫారిన్ సర్వీస్ అధికారి అశోక్ తోమర్‌ను వివాహం చేసుకుంది.

ఆమె 1984లో ఇండియన్ ఫారిన్ సర్వీస్‌లో చేరింది. ఆమె మాడ్రిడ్, ఖాట్మండు, ప్యారిస్, యాంగోన్లలోని భారతీయ మిషన్లలో పనిచేసింది. ఆమె న్యూయార్క్‌లోని ఐక్యరాజ్యసమితికి భారతదేశ శాశ్వత మిషన్‌లో పనిచేసింది.[11] ఆమె బంగ్లాదేశ్‌లో భారత డిప్యూటీ హైకమిషనర్‌గా పనిచేసింది.[12] ఆమె ఆగస్టు 2010 నుండి జూలై 2013 వరకు చికాగో [13] లో భారత కాన్సుల్ జనరల్‌గా కూడా పనిచేసింది.[14]

ముక్తా దత్తా తోమర్ న్యూ ఢిల్లీలో అమెరికాస్ డివిజన్ వంటి వివిధ విభాగాలలో విదేశీ వ్యవహారాల మంత్రిత్వ శాఖగా, అదనపు కార్యదర్శి (పరిపాలన)గా కూడా పనిచేసింది.[15] ఆమె కాన్సులర్, పాస్‌పోర్ట్ & వీసా విభాగం,[16] అలాగే ఇన్వెస్ట్‌మెంట్, టెక్నాలజీ ప్రమోషన్ & ఎకనామిక్ విభాగానికి అధిపతిగా కూడా పనిచేసింది.
