పద్మవిభూషణ్ భారతదేశ రెండవ అత్యున్నత పౌర పురస్కారం . పద్మ విభూషణ్ పురస్కారం 1954 జనవరి 2న స్థాపించబడింది. ‌[1] జాతి, వృత్తి, స్థానం లింగ కులమత భేదం లేకుండా పురస్కారం భారత ప్రభుత్వం అందజేస్తుంది. పద్మవిభూషణ్ అవార్డు గ్రహీతల పేర్లను భారత ప్రభుత్వం ప్రతి సంవత్సరం గణతంత్ర దినోత్సవం రోజున ప్రకటిస్తుంది. పద్మ విభూషణ్ అవార్డు గ్రహీతల పేర్లు ది గెజిట్ ఆఫ్ ఇండియా నమోదు చేయబడతాయి.ఇది అధికారిక ప్రభుత్వ నోటీసుల కోసం ఉపయోగించే పబ్లికేషన్ డిపార్ట్‌మెంట్, అర్బన్ డెవలప్‌మెంట్ మంత్రిత్వ శాఖ వారానికోసారి గ్రహీతల పేర్లు పరిశీలిస్తుంది.[2]గెజిట్‌లో అవార్డు అందుకుంటున్న వ్యక్తి పేరు ప్రచురించకుండా పద్మ విభూషణ్ పురస్కారం ప్రదానం చేయడం అధికారికంగా పరిగణించబడదు. పద్మ విభూషణ్ అవార్డును తిరస్కరించిన వ్యక్తులు లేదా పద్మ విభూషణ్ పురస్కారాన్ని భారత ప్రభుత్వానికి తిరిగి ఇచ్చిన గ్రహీతలు, ఈ రెండింటికీ రాష్ట్రపతి అధికారం అవసరం, గెజిట్‌లో కూడా నమోదు చేయబడతారు. రిజిస్టర్ నుండి వారి పేర్లు కొట్టబడినప్పుడు వారి పతకాలను సమర్పించవలసి ఉంటుంది.[3] ప్రతి సంవత్సరం మే 1, సెప్టెంబరు 15 తేదీలలో పద్మ విభూషణ్ అవార్డు అందుకుంటున్న వ్యక్తుల పేర్లు ప్రధానమంత్రిచే ఏర్పాటు చేయబడిన పద్మ అవార్డుల కమిటీకి సమర్పించబడతాయి. కమిటీ సిఫార్సులు తదుపరి ఆమోదం కోసం ప్రధానమంత్రి రాష్ట్రపతికి అవార్డు గ్రహీతల పేర్లు సమర్పించబడతాయి.[2]

1955 జనవరి 15న, పద్మవిభూషణ్ మూడు వేరే పురస్కారాలుగా మారింది; ఈ మూడు పురస్కారాలలో పద్మ విభూషణ్, మూడింటిలో అత్యున్నతమైనది, తర్వాత పద్మ భూషణ్ పద్మశ్రీ . 1954 శాసనం ప్రకారం మరణించిన వ్యక్తికి పద్మ విభూషణ్ పురస్కారం ఇవ్వకూడదు. కానీ తరువాత 1955 జనవరిలో శాసనాన్ని సవరించారు.[2][3] పద్మ విభూషణ్ అవార్డు రెండుసార్లు నిలిపివేయబడింది. ఇతర పౌర పురస్కారాలతో పాటు ఈ పురస్కారాన్ని నిలిపివేశారు; [4] 1977 జూలైలో మొరార్జీ దేశాయ్ నాల్గవ ప్రధానమంత్రిగా ప్రమాణ స్వీకారం చేసినప్పుడు మొదటిసారి పద్మ విభూషణ్ అవార్డును నిలిపివేశారు. [5] [6] ఇందిరా గాంధీ ప్రధానమంత్రి అయిన తర్వాత 1980 జనవరి 25న రెండవసారి పద్మ విభూషణ్ పురస్కారాన్ని నిలిపివేశారు.[7] రాజ్యాంగంలోని ఆర్టికల్ 18 (1) వివరణ ప్రకారం పౌర పురస్కారాలు "బిరుదులు"గా ఉండటాన్ని ప్రశ్నిస్తూ హైకోర్టులలో రెండు ప్రజా ప్రయోజన వ్యాజ్యాలు దాఖలు చేయబడినప్పుడు, 1992 మధ్యలో పౌర అవార్డులు మళ్లీ నిలిపివేయబడ్డాయి. పద్మ విభూషణ్ పురస్కార గ్రహీతలు రాష్ట్రపతి సంతకం చేసిన (సర్టిఫికేట్) తో పాటు అవార్డుతో ఒక పత్రం ద్రవ్య మంజూరు లేని పతకాన్ని అందుకుంటారు.[2]

పద్మవిభూషణ్ పురస్కారాన్ని మొదటి సారిగా సత్యేంద్ర నాథ్ బోస్, నందలాల్ బోస్, జాకీర్ హుస్సేన్, బాలాసాహెబ్ గంగాధర్ ఖేర్, వి. కె. కృష్ణ మేనన్ జిగ్మే దోర్జీ వాంగ్‌చుక్ 1954 లో అందుకున్నారు. కొంతమంది వ్యక్తులు పద్మ విభూషణ్ పురస్కారాన్ని తిరస్కరించారు. మరి కొంతమంది వ్యక్తులు పద్మ విభూషణ్ పురస్కారాన్ని అందుకున్న కొంతకాలం తర్వాత పద్మ విభూషణ్ పురస్కారాన్ని భారత ప్రభుత్వానికి తిరిగి ఇచ్చేశారు .పి. ఎన్. హక్సర్, [a] విలాయత్ ఖాన్, [b] ఇ.ఎం.ఎస్.నంబూద్రిపాద్, [c] స్వామి రంగనాథానంద, [d] మణికొండ చలపతి రావు అవార్డును తిరస్కరించారు. లక్ష్మీ చంద్ జైన్ (2011), శరద్ అనంతరావ్ జోషి (2016) కుటుంబ సభ్యులు వారి మరణానంతర ప్రదానంలను తిరస్కరించారు, [e] [f] 1986 గ్రహీత బాబా ఆమ్టే, 2015 గ్రహీత ప్రకాష్ సింగ్ బాదల్ 1991లో వారి గౌరవాన్ని తిరిగి ఇచ్చారు. 2020 వరుసగా.[16][17] 2024 జనవరిలో పద్మ విభూషణ్ పురస్కారాన్ని ఐదుగురు అందుకున్నారు. వైజయంతిమాల, చిరంజీవి, ముప్పవరపు వెంకయ్య నాయుడు, బిందేశ్వర్ పాఠక్ పద్మా సుబ్రహ్మణ్యం పురస్కారాన్ని అందుకున్నారు.

Explanatory notes

  1. P. N. Haksar was offered the award in 1973 for, among other services, his crucial diplomatic role in brokering the Indo-Soviet Treaty of Friendship and Cooperation and the Shimla Agreement, but declined as "Accepting an award for work done somehow causes an inexplicable discomfort to me."[8]
  2. Vilayat Khan refused Padma Shri (1964), Padma Bhushan (1968), and Padma Vibhushan (2000) and stated that "the selection committees were incompetent to judge [his] music".[9][10]
  3. E. M. S. Namboodiripad, the General Secretary of the Communist Party of India (of the Communist Party of India (Marxist) from 1964) and the first Chief Minister of Kerala (1957-59, 1967-69), declined the award in 1992, as it went against his nature to accept a state honour.[11]
  4. Swami Ranganathananda declined the award in 2000 as it was conferred to him as an individual and not to the Ramakrishna Mission.[10][12]
  5. Lakshmi Chand Jain died on 14 November 2010, at the age of 84.[13] His family refused to accept the posthumous honour as Jain was against accepting state honours.[14]
  6. Sharad Anantrao Joshi's family refused to accept the posthumous honour as Joshi's work for good of farmers is not reflected in the Government policies for them.[15]

  2. Ghulam Mohammed Sadiq died on 12 December 1971, at the age of 59.[19]
  3. Vikram Sarabhai died on 30 December 1971, at the age of 52.[20]

  5. Arun Shridhar Vaidya was assassinated by Sikh extremists on 10 August 1986.[21]
